Abstract
This study aims to analyze the influence of Human Resources (HR) Quality on Employee Performance, both directly and through the Work Environment as a mediating variable, at the Department of Crops, Food, Horticulture and Animal Husbandry of Musi Banyuasin Regency. The approach used is quantitative with the Partial Least Squares Structural Equation Modeling (PLS-SEM) method based on variance. Data were collected through questionnaires from 58 respondents and analyzed using the SmartPLS application version 4.1.1.4. The results showed that HR Quality had a significant effect on Employee Performance (P-Value = 0.0114; p < 0.05) and Work Environment (P-Value = 0.000; p < 0.01). In addition, the Work Environment also had a significant effect on Employee Performance (P-Value = 0.0380; p < 0.05). The indirect effect of HR quality on employee performance through the work environment was also significant (P-value = 0.0455; p < 0.05). This finding confirms that improving HR quality not only directly improves performance but also creates a supportive work environment that supports optimal performance. The practical implications of this study point to the importance of strengthening HR and managing the work environment to improve public sector employee performance.
